Winter Construction Site Runoff

As we enter Indiana’s long season of freeze and thaw cycles, it becomes especially important for MS4 communities to keep a close eye on Construction Site Runoff. While all six MCMs play a vital role in protecting our water resources, this time of year brings unique challenges that directly impact erosion, sediment control, and the performance of temporary best management practices. Materials shift, soils lose structure, and controls that worked well in October may struggle by January. Recognizing how rapidly site conditions can change is essential for staying ahead of compliance issues and maintaining meaningful protection of downstream waters.

For MS4s across the state, this period is an opportunity to strengthen field awareness, reinforce expectations with contractors, and support the use of practical controls that can withstand winter conditions. Construction activities rarely pause when the ground freezes, and neither should our focus on runoff prevention. By elevating attention on Construction Site Runoff during winter transitions, MS4s can reduce failures, improve maintenance efficiency, and ensure that sediment stays out of storm systems and waterways. This is a season that tests the resilience of our programs, and with thoughtful planning and collaboration, we can lead the charge in protecting Indiana’s water quality year-round.

How are your MS4 programs adjusting erosion and sediment controls during freeze/thaw cycles? We’d love to hear what’s working in your community.
