Rethinking MCM in Stormwater

Clean Water, Clean World Conversations with Joe Moore.

Did you know the stormwater industry might just hold the record for acronyms? One of the most common is MCM — Minimum Control Measure. And from the start, that wording sets the wrong tone.

Minimum.

When it comes to protecting our waterways, why would we ever aim for the minimum?

The Problem with “Minimum”

In the field, “minimum” often turns into:

  • The fastest install
  • The lowest upfront cost
  • The least resistance to get through inspection

But over time, that mindset leads to:

  • Increased maintenance
  • More failures after storm events
  • Higher total project cost
  • Greater risk to water quality

Minimum may check the box, but it rarely delivers the outcome.

A Better Way: Meaningful Control Measures

What if we shifted the mindset entirely? Instead of Minimum Control Measures, we focused on:

Meaningful Control Measures

That means:

  • Choosing BMPs based on actual site conditions
  • Prioritizing performance, not just compliance
  • Thinking beyond installation to full lifecycle impact
  • Being intentional about environmental outcomes

This is where real progress happens.

What This Looks Like in Practice

At Erosion & Construction Services and Siltworm, we see this play out every day.

Meaningful control measures are:

  • Systems that adapt to real-world conditions
  • Solutions that reduce labor while improving performance
  • Materials and methods that support sustainability
  • Execution that aligns with the intent of the plan, not just the letter

It’s not about doing more work. It’s about doing the right work.

Beyond Compliance

Stormwater management is not about checking boxes.

  • It’s about improving water quality.
  • It’s about protecting a shared and limited resource.
  • It’s about leaving a site better than we found it.

When we move from minimum to meaningful, we elevate the entire industry.

Let’s Redefine MCM

It’s time to move beyond “minimum.” Let’s make MCM stand for something better.

Meaningful Control Measures

Because better outcomes don’t come from doing the least required.
They come from doing what actually works.
